Employer Drug & Alcohol Testing Services
ProActive Testing Solutions provides professional mobile and scheduled specimen collection services designed for Maryland employers. We handle the logistics of DOT and non-DOT drug and alcohol testing at your location or on a scheduled basis, ensuring compliance and convenience for your workforce.
DOT Drug Testing Collection

DOT drug testing follows 49 CFR Part 40 and the requirements of the applicable DOT agency (FMCSA, FAA, FRA, FTA, PHMSA, or USCG).

The DOT drug testing panel covers five drug classes: marijuana metabolites, cocaine metabolites, amphetamines, opioids, and phencyclidine (PCP).

DOT specimens are analyzed by an HHS-certified laboratory. ProActive collects the specimen; the laboratory performs the analysis and an MRO reviews and reports the result.

DOT collections are urine. Part 40 authorizes oral fluid as an additional method, but oral fluid testing is not yet operationally available: it counts as available only once at least two HHS-certified oral fluid laboratories exist, and as of the HHS certified laboratory list published July 2, 2026, no laboratory has been certified for oral fluid. Until that changes, all DOT collections — including directly observed collections — are urine.

Hair testing, instant testing, and point-of-collection rapid testing are not authorized DOT drug tests. These are non-DOT methods only.

DOT alcohol testing is a separate program. Alcohol is not one of the five drug classes in the DOT drug panel. DOT alcohol tests must be conducted by a qualified breath alcohol technician or screening test technician using an approved evidential breath testing device. ProActive does not currently perform breath alcohol testing; contact us and we will tell you where your program stands.

Non-DOT Drug Testing
Non-DOT testing is governed by your own workplace policy rather than federal regulation, which gives you more flexibility in panel design, methods, and cutoff levels. We collect for non-DOT programs including urine drug testing, hair testing, custom employer panels, and laboratory-based testing.
Maryland employers should know two things about non-DOT testing:

Maryland law limits hair testing to pre-employment purposes only. The specimen may not be longer than one and one-half inches measured from the body, and it may not be used for any purpose other than controlled dangerous substance testing.
Maryland law also limits preliminary screening — instant or rapid tests — to job applicants. It cannot be used on current employees. The employer must establish the training program for whoever performs the screen, and any positive result must be sent to a permitted laboratory for confirmation and reviewed by a medical review officer.

Directly Observed Collections: What We Need From You
A directly observed collection requires an observer of the same sex as the employee being tested. There is no alternative method available.
Part 40 permits oral fluid as an option for certain directly observed collections, but because no HHS-certified oral fluid laboratory exists, that option cannot be used. Under the DOT final rule effective June 10, 2026, every directly observed collection must be a urine collection. If a same-sex observer is not present at the collection site, the collector must contact the Designated Employer Representative, who either arranges a same-sex observer or sends the employee to a different collection site.

What that means for you: an observed collection that can't be staffed doesn't get rescheduled quietly. It stops, your DER gets a call, and your employee either waits or travels — while remaining out of service.

So when you schedule a collection that requires or may require direct observation, tell us the sex of the employee at the time of scheduling. That's the only way we can dispatch a qualified same-sex collector to your site on the first attempt.
For random pools and recurring programs, share the sex composition of your testing pool during onboarding so we can staff coverage in advance rather than discover the gap on the day of a test.

Directly observed collections are required in specific circumstances under Part 40, including return-to-duty and follow-up tests, tests following certain MRO determinations, and collections where the specimen shows signs of tampering.

Urine Collection

Oral Fluid Collection — Not Yet Available
Oral fluid is authorized under Part 40 but cannot be used until HHS certifies at least two oral fluid laboratories. None are currently certified. We're tracking the ODAPC notice and will offer oral fluid collection once federal availability and collector qualification requirements are met.

Hair Collection — Non-DOT Only
Hair specimen collection for non-DOT programs. Hair is not an authorized DOT method, and Maryland restricts its use to pre-employment testing. See Section 2.
